The Germans could have used disgruntled peoples, however they just slaughtered them eventually............................
Selective use The Wehrmacht did make selective use of the peoples they "liberated'/conquered. I can think of Lithuanians, Croates, and Ukranian SS units which were incorperated into the Wehrmacht. Of corse not all people thus incorperated migt be considered as "disgruntled", such as the Norsk, French, and Dutch. There were even some small effort made to recruit from downed Allied airmen to fight against the Red Army, but I can not think of any success the Germans had in this effort. On the contrary, I can think of several instances where escapees or liberated POWs joining with the Red Army in the closeing days of the war.
